Marketing. Sun needed a way to break into the low end workstation market
while still charging a premium for those who can pay it. Many companies
do the same thing, Intel is legendary for it.
This reminds me of some older DEC systems that used identical boards for
low and high end servers, just the low end ones had half the slots filled
in with epoxy.
Even though the Ultra 5 and 10 appear very "PC-like", the motherboard
chipset is actually quite nice. The PCI bus implementation is very good
for machines in their class.
