NetBSD is a spartan BSD.   Generally, a) vipw to add the users to the pw file,
2) mkdir /wherever/username, then 3) chown username /wherever/username.  If
specialized login scripts are need for them, modify a .profile or such to drop
into their directory.  

That works for me.
