Just a wild-ass idea, but you could look into hogwash
(http://securityfocus.com/frames/?focus=ids&content=/focus/ids/articles/hogw
ash.html). It was designed to be a packet scrubber, but it might work as a
load balancer. Basically it listens for any packets going to a specific IP
address and scans them before sending them to the webserver.

It sounded like you should be able to do the same thing based on which
machines are up.

As I said, just a wild ass idea.

Already looked at it.  No reliable way to eliminate a system from the
"pool" if one goes down.
