Err... no?  Think about how averages work again, a few low numbers skew the
whole scale down, and similarly, a few high numbers would skew it up.  I
dont have a graph sitting in front of me showing human intelligence ranges,
but I doubt that above average intelligence and below average intelligence
cancel each other out.
