Both RedHat and Debian come with INN preconfigured[1] for use as a
local-only server. The only thing you may have to play with is either
nnrp.access or readers.conf (depending on the version) to control
access.
[1] I can't for the life of me remember *how* they are configured though
and tweaking the likes of pathhost in inn.conf may be a good idea in
case you also want to communicate with other servers in the future.
