This is the attitude which causes a continuation of the cycle of violence,
it is predicated on the notion that if you fight back, it results in the
terrorist striking back again in turn.  This is not an unsound assumption in
itself, but it leads some people to draw the conclusion that if you don't
fight back, that the terrorists will respond in the same way and stop
attacking you.

Unfortunately, this depends on the Terrorists being rational people, not the
kind of people who commit suicide by flying commercial airliners into
crowded skyscrapers.

Reality is, that elimination of the Terrorists results in cessation of the
attacks perpetrated by those terrorists.
Elimination of the groups funding and supporting terrorist attacks results
in those groups ceasing to fund/support terrorism.
