That was probably a play on symantics.  I seem to recall, from my Windows
admin days, that all *desktop* winndows up until XP were based on 16-bit
code.  No shit.  All of 'em (3.1, 95, 98, ME ) are GUIs that ran on top of
variations of DOS - which was almost totally 16bit code.

I haven't done Windows admin in quiet a while, so I have no idea if XP is
pure 32bit or not.

NT (3.5 and 4), on the other hand, was *mostly* 32bit.  It, however, had
remnants of 16bit code in it.  I've heard that Win2k is pure 32bit, but I
find it hard to believe.
