Hi Brian,

What does ssaadm display c1 show?

Physically check each disk tray for total amount of drives in each tray, 
then look at the LCD panel on the storage Array
and make sure that all drives that are physically there show up on the 
LCD display.

Even if the SSA has one bad drive that is physically in a tray but 
didn't show up on the LCD display, this will keep all the drives
from showing up in format.

Also add the disks one by one, with devfsadm (sol8)  in between.

Are all your patches and firmware up to date?
