I hadn't found mkboot.exe.  Thanks for pointing that out.  The
instructions said all I needed to do was copy the exe from the update to
a DOS formatted floppy.  That hasn't worked for me yet.
After an hour fooling around with mkboot.exe (and wondering why it kept
telling me 'can't find file'), I managed to find out that I had to
rename the .exe version of the flash upgrade to fwupdate.exe (or
something similar) before mkboot.exe would recognize it.  *sigh*
Of course, it's still not working, but I'll fight with it some more.
