I think some of these lights are designed to be visible only from the
proper lane, to avoid confusion when people see a green for an adjacent
lane, and think it applies to their lane.  Just a guess.

My PS/game theory prof was fond of telling the class that seatbelts didn't
really encourage safe driving.  His idea to reduce road rage and aggressive
driving was to mandate all vehicles have a 6-10" sharp steel spike sticking
out of the center of the steering wheel.  ;-)  That still makes me giggle.
