Did you have a look at
http://www.netbsd.org/Documentation/network/netboot/
I never use this boot.fs thing. I usually use a "full" NetBSD diskless
system.
My NetBSD kernel hacking victim VAX is set up this way:
tester:\
ht=ethernet:\
ha=08002b325dc8:\
ip=192.168.1.9:\
rp=/nfsroot/NetBSD/vax
You have to untar at least kern.tgz, base.tgz and etc.tgz in
/nfsroot/NetBSD/vax and run "MAKEDEV all" in the dev dir.
If you are asking about bootp, I can assume that moping the bootstrap
already works? This bootstrap will load the kernel via NFS, no tftp is
required.
