Never.

When hummers are retired from active duty, they are destroyed in ways 
that are best not discussed in polite company.  Let's just say you'd 
have a better chance of building one from scratch than successfully 
restoring it.

Even  if you were somehow able to get your hands on one, they aren't 
DOT legal so you could never get it registered for street use.
