A couple of quick thoughts.

Do any of these files exist:

/etc/shells
/etc/ftpusers
/etc/default/ftpd

AFAIK, none of them are there by default in 5.7, but they can all impact
ftpd.

Also, is the non-working system the same as the working ones in terms of
name resolution setup ( e.g. hosts, nsswitch.conf and resolv.conf)?
