[rescue] Anyone ever use an LX for ppp?

Maybe a mismatch in flow control ????

Not sure how you do it in OpenBSD, but for initial modem communication
testing, make sure you have no flow control.  

Then setup the modem for hardware flow control, then the system for
hardware flow control....

(at least this is where I would start).
