The way I heard it was, the working group solicited input on what the
packet size for ATM should be, and the voice guys said, "Absolutely no
more than 32 bytes!" and the data guys said, "Absolutely no less than 64
bytes!"

So the working group split the difference, and screwed *everyone*.
