[rescue] OpenVMS: Which license PAK?

Does anybody know which license PAK I need to install to get TCP/IP 
working?  I have no serial console to this machine, therefore no way to cut 
and paste all these licenses from Montager, so I would like to telnet to 
the bloody thing so I can enter them that way.

So far I've manually entered the PAKS for:

DVNETEND
DVNETEXT
DW-MOTIF
MMS
OPENVMS-ALPHA
OPENVMS-ALPHA-USER
OPENVMS-HOBBYIST

and none of these are enough to make it happy.  Why can't they just call 
the product "TCPIP" like the rest of the world does?
