The overlay set you list has no 6.5 base, which you need in order to get
a working system.  6.5.13 is an overlay release - roughly equatable to a
patch/bugfix release.  It does not contain a full installable verison of
Irix.  You'll need 6.5 base before you can do anything with an overlay
set.
