Well as there's phone lines involved I guess so. Who knows ? Perhaps
PPPoE is also over ATM ? But that's at a level I don't know.

But it's my ADSL line which is PPP over ATM which used to result in some
interesting problems in the early days of ADSL in the UK. Drivers
(except for Windows/Mac) were somewhat lacking, and you couldn't get an
ADSL router without paying for business rate ADSL.
