I'd use ufsdump|ufsrestore to be safest.
# cd /newusr
# ufsdump 0f - /usr | ufsrestore -xvf -
I don't think tar will preserve real ACLs (i.e. the stuff you use
getfacl and setfacl to manipulate). It will preserve the permissions.
