Well, 220 is 2cpu, 450 is 4cpu. For 8 cpus you need a 3000 or higher. 

I've sent stuff to MB and ON in the 40-70 range for under $75. So 
depending on your financial condition, you might avoid bankruptcy.

But you might still want to consider something from inside Canada.
