Can you netboot the machine without password?
I had a similar problem with a OFW PPC machine (Motorola PowerStack II).
The machine wanted to boot from net if it found no local disk. So I did
a dhcp/bootp setup and let the machine boot the folowing Forth code via
tftp:
\ 
printenv
setenv security-mode none
setenv security? false

Make sure that there is a " " (space) after the "\".
