This is normal.  The problem is that, on r4k Indigos, PROM hinv only
reports bus speed, while the OS hinv reports actual CPU speed.

Without further parts identification, it looks like your 030-8232 is
actually a 100Mhz CPU - either that or something is moderately wrong on
your Indigo.
