I find Cmd/Ctl-L [search phrase] down arrow return less intuitive than
Cmd/Ctl-L tab [search phrase] return, and for first-time users having the
location bar serve two purposes is not obvious and I would argue bad UI
design. But functionally they're the same number of steps.
