   I smell "urban legend" in the making.  One, if his office was in
a "modern" building he would not have been able to remove the window
with much less than a *large* sledge-hammer, and two, engineering
types don't much like positive pressure on large surfaces (as viewed
from inside the building) that might "pop out".  Bear in mind that
the original windows on the Empire State Building were designed to
open (even rather high up).

   I've been exposed to "high internal pressure" a few times, but
it's always been due to accident, and then only in "low rise"
buildings.  At ground level it means that you get to close the
door-with-closer manually, with effort, but won't help blow
windows from their curtain-wall frames.
