You might want to check to see what they do with the surplus
equipment--often it goes to a surplus department/depot where
it is then auctioned off.  You might be able to buy a pallet of
them and make decent return via eBay.  If they really won't let
students buy, get one of your non-student friends to buy/bid
using your cash.

In Cali, all the state surplus goes to a regional centers.  Here
in VA, there is a state-wide depot that the state-funded colleges
and universities use.
