I don't know anything about Sunscreen, so I can't say yea or nay.

However, I have used OBSD and pf in many different instances, and it has
always been solid, easy to understand and therefore configure. It performs
well on "low-end" hardware. You might do better, but you can _definitely_ do
much worse.
