Here, you almost *have* to have either a driver's license
or a (state issued) ID card to do damn near anything.
I.e. if a police officer questions you, how do you identify
yourself?

The measures proposed here called for a photo of the person
for which the tag was issued to be part of the tag.  The
objection was that this would identify "disabled people".
(um, can't you design a FOLDED tag where the photo is
interior to the fold??)
