This has been possible since at least Windows 2000 and probably
earlier.  Most of it revolves around building an application that is
designed for it.  Most windows applications are poorly built in this
regard.  That is not the fault of Windows.  Its clearly the fault of
the creators and some blame could also be laid at the feet of eager
product reviewers.

You can, if you want to.  There is nothing in Windows preventing this.
Its just that most people don't design their applications that way.
