POSIX <> Unix, and WinNT and all it's decendents were/are POSIX-compliant, enabling the federal government to purchase these "Open" systems based on WinNT architecture... ;^)

Microsoft has tools that can be loaded on top of WinNT-bsed systems to make them "Unix-like" (SFU, and now, SFU)[0]
