Looks like a high-amp US plug to me.

For example, a 30A (or is it 20A?) US plug looks like this:

     o
  __    |

...with just one blade turned 90 degrees, and the next step up has  
both blades turned.

Yes, a lot of homes and businesses are improperly wired and don't use  
the right plugs.

The plugs with no blades turned are supposed to be limited to low amp  
sockets.
