They _are_ water heaters. The metal thing on the top half of the tube
is filled with water. The water boils, vaporizes and thus cools the
tube. This is very effective. The tube converts a maximum of about
430 kW of electrical power into heat. (400 kW anode, 15 kW kathode
heating and an other 15 kW on the grids.)

You can see the glas pipe on top of the tube to drain the steam and the
copper pipe in the front to constantly replenish vaporized water.

Really an electronic steam machine. ;-)
