AIUI the bulk of the ISA is open, but there are 4 instructions which
SGI/MIPS owns exclusive rights to. So, for example, the Chinese
Loongson CPUs do not include these.

However, subsequently, the Chinese Institute of Computer Technology
did actually buy a licence for the ISA, so later chips will include
the entire instruction set.
