The problem there isn't getting the OS ISOs, it's that to update 
in-place from 11.3 to 11.4, rather than doing a new install of 11.4, you 
have to be running SRU 23 or newer, and you can't get SRU 23 without an 
Oracle support contract that includes OS support.
