Unfortunately the (Vitec) RasterFlex documentation is not open, and the chances of it even still existing are very remote given the history of the IP involved (the IP rights have passed through so many hands in multiple countries that the programming docs are likely long gone).

NetBSD does have an open-source driver for it, but only in 8-bit-colour mostly-unaccelerated mode, not accerayed 24-bit colour.
