Well, there is a media-gfx/freecad-0.19.2-r3 ebuild now.  It's masked.
I should probably investigate why.

Agreed.  If I want to have a piece of software I will only occasionally
use, I want to BUY it, ONCE, not continually rent it so that it's there
the half dozen times a year I need to use it.
