Then it's already there :-) Litex (written in Migen rather than
nMigen) already supports FPGAs from multiple vendors ; the litex/build
directory has stuff for Xilinx, Altera, Gowin, Lattice and Microsemi.

The primary restriction is support for the more 'specific' features;
for instance the DDR3 controller requires FPGA-specific support, so
doesn't work everywhere (e.g. the MAX10 is not currently supported,
while most recent Xilinx FPGA families are).
