Yes that's correct, although it will depend on what PROM version you are
running, as the exact messages will differ.
Here's an example from my SS20 (My SS10 has a far older PROM with
different boot messages)

And yes, it's the keyboard that depends on what output to use, although
the POST messages will always be printed via ttya.
Is all your memory seated correctly? Especially the first slot?
