I can't imagine that there would be any difficulty beyond possible lack
of documentation in reimplementing a 68k with writable microcode in a
modern FPGA.

Of course, depending on _why_ someone would like one, that may or may
not be a suitable approach.  But for someone who'd accept a new PCB,
perhaps using non-classic hardware on it would be acceptable....
