HDMI license fees are not tied to HDCP - in another hobby (Amateur Radio), new radios are *almost* exclusively built with DVI connectors, which can be passively adapted to HDMI, to avoid labeling and license fee/royalties per unit.

That has been confirmed by major manufacturer reps, and a friend that used to work at TI in their projection group (commercial and residential).
