[rescue] IPC/IPX PSU replacement

I haven't run this design but had seen it in IRC, it's a solid concept and basically what we do for a lot of weird old industrial systems with PSU problems. IPC/IPX supplies can certainly be an awful mess, and I've had at least a couple people ping me thru my site because their supply either didn't work after recapping, or blew up later on even with fresh caps. Having a go-to replacement would certainly be a big benefit to the community.
