It could be as simple as licensing. ZuluSCSI is infested with the
GPLv3 (or at least it claims to be; I didn't bother fetching the code
to check). If the BlueSCSI code is, for example, public domain (it I
haven't checked it even to see what it claims), takeup of anything done
in ZuluSCSI would require the changes be relinquished into the public
domain, something many GPL-using authors are not willing to do.
