Hi Wally,
There is a parameter by name "PROCESSES" which is set in init.ora file for 
ur ORACLE database. Lot of parameters are set in init.ora file by oracle DBA 
before creating database and modified while tuning the database. ur ORACLE 
DBA can guide u to the location of the file which will have the name like 
"init<$ORACLE-SID>.ora" and is somewhere under ORACLEHOME.

Hello Team,
Installing oracle and Instructions say I need to add the following
paramater;
set semsys:seminfo_semmsl= (set equal to init param. PROCESSES)
What is the init param. PROCESSES?
