Usually, you must be write in /etc/passwd, the user's directory where you
want to be. For example:

ftp localhost
login: user
pass: pass_user

And you are in:

/home/user

If you want to be in /user.

You must change the home directory.

user:aaaa:101:100:User:/home/user:/bin/sh
So, this is:

user:aaaa:101:100:User:/user:/bin/sh


Only if you uses the default ftp server.
