Wally,

If the process keeps coming back with a different
process id #, it is a different process (with the same
name).

You will need to find the parent process (PPID in the
"ps" command output) or the setting that is respawning
the process whenever the current process is killed. 
This could mean stopping/killing the parent process or
changing the setting in the appropriate confirguartion
file.
