No real pakcages to speak of that im aware of, under linux something like
the somewhat dated LIDs (Linux Intrution Detection System) could give
information like that. However you could build something up using lsof (List
Open files) under a regular cron?

Shouldn't be stupidly difficult to back that off against a DB of sorts and
considering the data type a value key data type such as Berkeley or
SleepyCat would be best.

I reckon its about 2 days coding. Another day to add shiney bits like
reporting.

I come from a mainframe background.  We had a product that kept fairly
detailed information about the activity on the system and wrote the
information to a file.  
you could find out such things a who accessed a file at what time and what
type of access (read, write,..)
 
Does anyone know of if there is any thing similiar to this accounting
function on a Solaris box?
