A good friend of mine is a bank teller.  They are trained to *NOT* 
act suspicious.  They have all sorts of different forms that they can 
fill out depending on things like that.  For example if they kid had 
done the $39k there would have been a large currency transaction 
report.  This teller should have filed a suspicious transaction 
report.  These kinds of things are regularly investigated by the FBI 
and IRS.
