BPL is Broadband through Power Lines, an insane idea that the FCC is
pushing so the general public can have cheap broadband service. The
idea is to distribute the service through the power lines and pick it off
every block or so. Unfortunately various radio services are
"treated" to interference from it. Power lines don't make good
transmission lines for RF (1-30 MHz), they make better antennas. It
would have been funny if phone lines were being messed with also,
although I can't see how.
