If one could get their display to support 40hz output, and they weren't
gamers, 25ms wouldn't be so bad. Alas I don't know that any cheap video
card (meaning not some highly specialized card that originally had a
over $1k pricetag) will allow that, but I may be wrong. And the silly
display might not accept a sync rate that low anyway.
The LCD will stay rock steady no matter how low the refresh rate is, so
games aside, how high does it really need to be?
