There's plenty of other possible reasons why the use of guns by
criminals has risen so much in the last few years. Including the fact
that those who used to sell guns to paramilitaries now have to find a
new market.

No it hasn't. There was a push to change 'reasonable force' into
something more specific, but that died a death. 'reasonable force' has
been in the law for ages; probably dates back to common law.
