The Gov't collects tax revenue on an honour system, but it verifies it  
against required documentation from employers, banks, etc.

Look at what you just wrote, "let's do it, it won't be any worse" -  
very similar to the other fellow's point...

I don't think the Gov't could actually do this - the state probably  
can't get involved with the collection of federal taxes, for the same  
reason local police can't enforce immigration or taxation laws.
